Are use claims not permissible in US?

For example, use of a compound for manufacturing ...

use claims are  permissible in China or other countries, specially for medicine.

In fact ,use claims are considered as methods claims.

but recently I received a proposal about the amendment to the claims from a US agency, saying that use claims are not permissible in the US and suggesting deleting those use claims.

use claim definitely is permissible.
But \"use of a compound for manufacturing\" is not permissible.
