It depends on various situations. If possible, the attorneys/patent agents, of course, would like to hear the inputs of the inventors or the assignee. But when the inventors are not with the company anymore or the company in-house counsel is too busy to handle the foreign O.A., the attorneys/patent agents analyze the O.A. themselves and prepare a response. After an approval by the in-house counsel, the response will be sent to the foreign associate. |
