Well, the limitations are not in the numbers, but in the cost. For each additional independent claim over three, there is a charge of $220 per claim. Also, if there are too many independent claims in one category, e.g. method, the patent office might assert that the application contains more than one inventions and requires the applicant to elect only one invention for examination and cancel the rest. The fees paid on the canceled claims will not be refunded.
Also, the USPTO absolutely hates multiple dependent claims. For each multiple dependent claim there is a charge of $390. Therefore, writing multiple dependent claims should be avoided.
