Information Disclsure Statement

如果审查员发 了这条意见，应该如何答复？请指点。
The information disclosure statement filed ** fails to comply with 37 CFR.1.98 a 3 because it does not indlude a concise explanation of the relevance as it is presently understood by the individual designated in 37 CFR 1.56 c most knoledgeable about the content of the information, of each patent listed that is not in the Entglish language. It has been placed in the application file, but the information referred to therein has not been considered. See lined through documents for clarfication on wich ether lack English abstract translations or are not provided.

所有这些划了杠的文献，表示专利局收到了，但是没有考虑，因为这些文献不是英文的，而且递交者也没有附上一个关于这些文献相关性的英文解释。

如何答复？可以重新递交一份IDS，附上这些文献和每个文献的英语摘要。

按照美国专利审查指南(Manual of Patent Examining Procedure) 609.04(a)的规定, 每件中文现有技术文献还必须提供英文简要解释 (Each information disclosure statement must further include a concise explanation of the relevance ...).  如中文现有技术文献是被一篇中文的检索报告列出且该检索报告列出了该技术文献对权利要求的相关程度, 则该检索报告的英文翻译可作为该技术文献的简要解释.  有关英文简要解释的要求见MPEP 609.04(a) III.
