A support plate 33 is attached to the lower part of the support frame 32, and is attached thereto with an urging spring 34 and a return electric cylinder 35.
The urging spring 34 is connected at one end to one end of an arm 39 whose the other end is connected to a pivot 36a.
The return electric cylinder 35 is connected at one end to the support plate 33 and at the other to the intermediate part of an arm 39.
