“sth. are referred to(原文可能掉了这个 介词 to) as ”翻译不正确，A be referred to as B 应该理解为 ：A被称作B。
“electromagnetically” 这个副词修饰的是动词couple 的方式，即“以电磁的方式耦合”
“coupling handheld device with the cirluit breaker”应该理解为：将手持设备耦合至电路断路器。结构“couple A with B”或“couple A to  B” 理解为：将A耦合至B。

以上一点拙见。

refer作为vt.时有归入的意思  （例如 http://www.chinabaike.com/english/Dictionary/657563.html     yodao等）
如果翻成“被称作”不仅不符合原文，而且意思似乎不通。

后面半句不是lz所问的点，我就意译了一下，请见谅

基本同意你的观点，无论怎样refer译为归入都不合适。但我认为refer后面没有掉to，因为refer本身即为及物动词，此处我认为译为“指代”为好。
